Dispatch advised the officer that the complainant called to report that a child between 4-to-5 years old was in a “time out” inside a vehicle with the windows rolled up for “punishment purposes.”
The officer stated in the probable cause statement that the outside temperature was approximately 82 degrees at the time of arrival. The officer then determined that the vehicle was not turned on and that the windows were in fact not rolled down, according to the probable cause statement.
The officer then spoke to the child’s mother – later identified as Brown – who advised that her son was 4 years old and told police that she put her son inside the vehicle as punishment for “acting out,”
