Man In ‘Short-Shorts’ Exposed Self At Illinois Playground!

PLAINFIELD, IL — A Plainfield man was arrested Sunday at Clow Stephens Park after police responded to a report of a man in women’s clothing riding around the park on a bike while exposing his genitals. It’s the second time James Summers, 60, has been arrested at the park, located on Lily Cache Road.
Will County Sheriff’s Office spokeswoman Kathy Hoffmeyer said deputies spotted Summers near the playground “on his bike with his genitals exposed from the short-shorts he was wearing.”
A witness told police he and his wife saw Summers doing laps on a trail around the park, stopping at the dog park as well as two playgrounds where children were, all while exposing himself. The witness said Summers made at least five trips to the playground, police said.
The arrest marks at least the second time Summer was accused of exposing himself at Clow Stephens Park. In June 2015, deputies responded to a report that Summers — this time riding a mobility scooter — had exposed himself to a girl at the park.
