According to an Escambia County Sheriff’s report, the incident happened Monday around 11:30 a.m. at Hollywood Ave. and W Avery St. near Oakcrest Elementary School.
The report states a woman told deputies she was walking with her daughter and friend when she saw Burgett put his hands down his pants and begin to touch his genitals as he watched children play.
He stopped when he saw the woman was recording him, according to the report.
